content ads. But I just looked again, and saw only one PSA for the content ads.
I suspect that Google doesn't always have enough ads to match your content.
When Google can't display targeted ads, the first content ad will be a PSA,

Apparently it doesn't really work. I am really puzzled now. I think it is
problem with Google to deliver the ads. I have submitted an email to Google.
Hopefully I can hear something back soon. At the same time, if you have more
