    AT&T Chief Executive Officer Randall Stephenson confirmed that a 3G iPhone will hit the U.S. market next year. Stephenson also said he expected AT&T to continue to make positive video strides, predicting that the telecom will eventually offer the "lion's share" of video to consumers in its territory, which covers 30 million homes.     Following up on a four-month-old proposal, European Union telecom ministers agreed today to free up frequencies that had been allocated exclusively for GSM mobile services.
