  • Day-two spectrum bids top $3.7 billion
    The second day of bidding on a highly sought after block of spectrum earmarked for advanced wireless services reached $3.7 billion, up from $2.78 billion Thursday, but no new players joined the roster Friday. The FCC will not reveal who the bidders are until the auction is completed, and analysts noted the lack of new interest in the "D" block frequencies, which the winner must share with public-safety agencies.   • FCC seeks cap on Universal Service Fund
    The FCC is expected to begin a rule-making procedure as early as today aimed at cutting costs associated with the Universal Service Fund. Among the plans under consideration is the use of a reverse-auction system to select subsidy recipients and a separate proposal to reduce payments to carriers for serving rural areas.
