    Qwest Communications CEO Ed Mueller explained the company's broadband plans in detail Monday, telling analysts the company will spend $1.8 billion to upgrade its network by deploying fiber-to-the-node to connect 1.5 million homes in its top 23 markets. Qwest believes it can grow revenue quickly by providing faster download speeds to customers and finding partners to provide the advanced services other telecoms are deploying.
