    AT&T wants to provide a seamless experience for customers of its U-verse IP services so that users could share video across mobile, PC and TV platforms or pay for all their AT&T services -- including wireless -- on a single bill. "From all of our research, we've found consumers want seamlessness across all services; they don't want separate capabilities," Michael Antieri, AT&T's senior vice president of consumer marketing, said at an investors conference Tuesday.     AT&T, Qtel and NavLink have signed a memorandum of understanding to provide networking, data and voice telecommunications for an integrated energy and business center in Qatar. Under the deal with Energy City Qatar, that company will build the underpinnings for a carrier class Internet data center and a network operations center that AT&T and Qtel will use to serve the tenants.     Cisco Systems says it is "premature" to discuss what may emanate from the company's investment in GridNetworks, a startup that develops software for providing video across the Internet. "Over time, with help from our friends at Cisco, our technology will be embedded into consumer network devices and edge devices," including potentially Cisco's set-top boxes and home wireless routers, said GridNetworks President and CEO Tony Naughtin.
