Deutsche Telekom, the German parent of T-Mobile USA, disclosed Monday that a company retained by its security department had tracked thousands of phone calls while investigating possible internal leaks to the media in 2005 and 2006. With a government inquiry a real possibility, a DT spokesman said: "By handing over information to the prosecutor, we're using the sharpest knife we have to solve the problem. Verizon Wireless is moving toward a deal that would give the FCC, rather than state regulators, oversight of rules governing fees assessed consumers for breaking their cell phone contracts, while also imposing more limits on those charges, according to the company and Kevin Martin, the FCC chairman. Martin said Verizon, consumer groups and the agency had made "substantial progress" in reaching an agreement on a new framework to regulate wireless companies, which say the fees compensate them for upfront costs, as well as losses for subsidizing handset prices and offering consumers rate discounts.
