    AT&T, which has 14.6 million Internet users, plans to begin offering customers broadband plans that offer minimum and maximum broadband speeds, rather than "up to" transmission speeds. "When we provide broadband services based on speed, we will do so in discrete tiers that are disclosed to our end-user customers," said AT&T Senior Vice President Robert Quinn during a digital-broadband hearing held in Pittsburgh.     China Telecom attracted 4.3 million new broadband customer for the first six months of this year, bringing its DSL customer base to 39.95 million. Broken down by monthly additions, the operator, on average, is bringing 710,000 DSL subscribers on board each month. Light Reading (7/21)

    Sumner Redstone, the chairman of Viacom and CBS, recently turned 85, which means he probably has only about 20 more years as an active executive.
